The spectrum
Scotland requires a licence for every short let. Many US resort towns cap permit numbers per zone. Some cities (parts of Charleston, for instance) prohibit non-owner-occupied STRs in most districts entirely. The same country can differ street by street.
Practical rule
Check the municipality BEFORE listing: the register, the cap, the tax registration. Platforms increasingly require the permit number in the listing itself.
